Current Crisis and Government Initiatives.
The Odisha government’s ambitious Potato Mission faces significant challenges as the state grapples with recurring supply disruptions from West Bengal. These disturbances have forced the state to explore alternative procurement options from other regions, highlighting the urgent need for self-sufficiency in potato production.
Under the ‘Udyan Krushi Yojana’, the state government has implemented several measures to boost local potato cultivation:
- Distribution of high-quality potato seeds
- Provision of subsidized fertilizers and pesticides
- Supply of agricultural implements
However, the implementation of these schemes has fallen short of expectations. In Kendrapara district’s Mahakalapara block, farmers face significant hurdles:
- Limited access to certified potato seeds
- Forced procurement of seeds at inflated market prices
- Higher field preparation costs
Implementation Status and Future Outlook
The state’s dependence on West Bengal has created multiple challenges, including a temporary halt in potato transportation and the need for emergency imports from Uttar Pradesh, Punjab, and Bihar. Recent incidents of truck-loads being returned despite diplomatic negotiations have further complicated the situation.
The Horticulture and Agriculture department reports current progress:
- 273 bags (50 kg each) of potato seeds distributed to 91 farmers
- Coverage across 12 panchayats in the block
- Additional 200 bags planned for second phase distribution
The situation underscores the need for strengthening local potato production capabilities and improving the implementation of existing schemes. Better coordination between government agencies and farmers, along with timely distribution of resources, will be crucial for the success of the Potato Mission and achieving self-sufficiency in potato production.
